Gaceta Oficial no.37.559 of October 30, 2002, published a resolution by the Ministry of Finance and the Ministry of Production and Commerce by which the presentation of a Certificate of Origin is required for all imports of products which are subject to antidumping measures or of products which are similar. The certificate must be filled-out by the appropriate foreign government agency designated for that purpose or, if that is not feasible, must be certified by a Venezuelan Consulate or Venezuelan diplomatic representation nearest to the point of the shipment. The products subject to this measure must have been produced in the country even if composed of items produced in other countries. The exporting country must have contributed substantially to the transformation of these items. Packaging, application of labels, or other simple measures, which do not change the characteristics of the product in question, are not considered manufacturing for the purpose of this measure.
