In 1998 The Peruvian Government raised the Selective Consumption Tax (ISC - Impuesto Selectivo al Consumo) on the importation of used vehicles. The tax was increased from 20 percent to 30 percent on passenger vehicles and on other vehicles from 45 percent to 55 percent. Supreme Decree 077-98-EF published on July 28, 1998 authorized these tax rate increases.

Imported used vehicles are subject to selective consumption tax (ISC) at a rate of 0 per cent if they have been overhauled or repaired in a Processing, Industry, Marketing and Services Centre (CETICOS) or in the Tacna Free Zone (ZOFRATACNA).

The importation of used engines, components and spare parts for road vehicles is also prohibited. These goods may be imported if used for off-road machinery or vehicles, provided they have been remanufactured and are supplied with a factory guarantee "similar to that for new goods".

About 95 percent of new vehicles already pay the ISC tax and this decree raises the tax from 20 percent to 30 percent. Prior to this Decree, however, only 12 percent of used vehicles were subject to the ISC and this remains unchanged. This increased rate will, apparently only apply to used vehicles that have 25 seats or more.

In addition, the Executive is studying the possibility of applying the new ISC rates to imports used vehicles through the port of Callao, which is Peru's main port of entry for commercial cargo.
