On November 8, 2002, the GOP passed Law 2018 which established rules for the importation of used vehicles, agricultural machinary, and construction machinary. This Law was modified by Law 2153 of July 4, 2003 which precludes the importation of vehicles utilizing CFCO11 and/or CFC12 for their air conditioning units. These used machines can be up to 10 years old. The casual importer can only bring in one vehicle or machine per year, but the commercial importer is subject to separate legislation Law #125/91 and Law #1034/83 and certain other customs regulations.

Vehicles should meet the following requirements to be admitted: those with the driver's side on the left; vehicles with seatbelts and headrests on the front driver and passenger seats; vehicles whose air conditioning system does not use CFC-11 or CFC-12; uninstallable windshield wipers; and vehicles in normal working conditions.

Importers of used vehicles must submit the model of the vehicle, year, country of origin, and export country to the Paraguayan Customs' Registry Department. Other documents include ownership and safety certification, etc which must be presented to authorities prior to export.

The Ministry of Industry and Commerce is responsible for controlling the prices of used vehicles introduced into the market.

The following vehicles are not subjected to the rules established in this Decree:
-- garbage trucks
-- firetrucks and ambulances
-- vehicles to be used by handicapped persons
-- vehicles that are imported by diplomats returning to the country -- vehicles labeled as "Collector's Model" (they must be over 30 years old and have
an FOB value of no less than US$12,000)
-- vehicles donated to the government of Paraguay
-- vehicles imported by accredited members of taxicab associations (these vehicles will be solely used as taxicabs and must not be over 15 years old)
