In August of 1994, Costa Rican Law No. 3557 passed establishing that the Agriculture Service of Costa Rica has the right to inspect a wood product, its packaging, or its means of transport prior to its entering Costa Rica to determine that it meets phytosanitary standards. Recently, GOCR accepted the provisions of ISMP #15 for wood packaging material.

If the packaging, product, or the means of transport is found to contain bark, insects, or have damage produced by insects, inspectors of the Agriculture Service may order whatever measures are deemed necessary. (This may include destruction of the product at the importer's expense.)

Please note that this regulation still applies as of September 2002.
