The Secretariat of Industry, Commerce and Mining of the Republic of Argentina has issued Resolution 319/99 mandating household appliances be labeled according to standards of energy efficiency and noise emission. This resolution remains in-force as of 2004.

Resolution 319/99, published on May 19, 1999 will be applicable one year after publication for refrigerators, freezers and their combinations. The date of application for other electrical household appliances will be announced by separate resolution which were subsequently issued at varying dates.

Informal translation of resolution text:

To be marketed in Argentina, electrical household appliances within the scope of this resolution must have a label stating their energy efficiency or yield, noise emission and other associated characteristics. The same information must be provided in a brochure accompanying the instruction manual, as provided by the applicable IRAM (Argentine National) standard.

Household equipment covered by this resolution include: food refrigerators and freezers and combinations; clothes washers and dryers and combinations; dishwashers; electric hot water for bathrooms and kitchens; lighting and complementary functions; air conditioners; electrical power supplies. This list may be increased as needed.

The label must meet the requirements defined in Annex I of Resolution 319/99 and use the colors indicated in the applicable IRAM standard. The contents of the brochure as well as the test methods used to determine the required characteristics must be in accordance with the applicable IRAM standards.

Manufacturers, importers, distributors, wholesalers and retailers must obtain -- or require -- certification to show that the products meet the technical standards mentioned above. Product certification must be granted by a recognized entity, as determined by Resolution 123/99.

Publicity must include the expressed mention of the letter that identifies the energy efficiency category of the appliance.

Customs will receive the necessary information from the Direccion Nacional de Comercio Interior to liberate imports.

Certification does not exempt compliance with this or other applicable regulations.
