Postby qszheng_forum » Mon Nov 17, 2008 1:39 pm

SEGPyA NASA Resolution 685/2005 fully implements ISPM#15 as of September 14, 2005, the day after publication of the Resolution in the Boletin Oficial. This Resolution states in Article 2 that all wood packing, supports, etc, must be treated and Certified by the relevant markings on the wood shipping materials.

In addition, the Senasa issued Resolution #314/2006 on June 20, 2006, which requires importers to file a legal declaration attesting to compliance with the above Resolution 685/2005. Attached to #314 are the forms that must be filed by the importer and reviewed by SENASA.

The basic guidance concerning the description of wood packaging utilized for imports is contained in Resolution #19/2002 SENASA Annex 1 subject to certification as to conformance with ISPM#15. Implementation of Annex 1 is furthered by DGA External Note #56/2007.

On June 1, 2005, the GOA published requirements adopting International Standards for Phytosanitary Measures (ISPM15) for wood packaging material, which became effective on that date. SENASA is the administrating agency.

The Argentine importer will be responsible for ensuring the above and will be financially responsible for failure to meet these requirements.

The Resolution establishes in Annex what items are subject to inspection. Annex I establishes inspection procedures, location, conducted by whom, actions required. It also establishes explicit standards for treatment of the wooden materials using Methyl-Bromide to treat the material under specific conditions.
