To avoid the assessment of very high antidumping duties in Mexico (meant for certain products from the Asia/Pacific region), U.S. exporters are encouraged to qualify their products under the NAFTA Rules of Origin and complete a NAFTA Certificate of Origin, even if the product is duty free. The NAFTA Certificate of Origin eliminates the Customs Processing Fee.
