Port description

Location: Rio de Janeiro is situated on the S and W part of Guanabara Bay.
General overview: The port mainly handles containers, general and bulk cargo, there are also private terminals specialising in containers, Ro-Ro vessels, steel products, sugar, paper and bulk products.
Traffic figures: The port handles approx 1,772 vessels with a total of 48,818,081DWT and 13,638,000t of cargo.
Load Line zone: Tropical.
Max size: Harbour: Largest vessel handled 60,000dwt. Draught 12m.
Tankers at Gegua: Max 130,000DWT, draught 15.8m.

ETA's: ETA should be sent via telex, fax, cable or telephone, 5, 4, 3, 2 and 1 day prior to arrival.
The message should include the date and time of arrival at the sea pilot station and the estimated fresh water draft.
Documentation required: The following documents must be ready for visiting authorities on arrival at Brazilian ports. Such documents will vary in the number of copies required depending on the type of vessel and the peculiarities of the port. Communications: National Coastal Radio Stations Network (RENEC):
The National Coastal Stations Network offers free communication facilities for messages concerning the safety of human life at sea such as: Distress calls, urgent medical advice, notices to mariners, meteorological messages, etc. The network comprises of 39 stations along the coast of Brazil and in the Amazon River, distributed as follows:

1.

One main station at Rio de Janeiro (PPR), with facilities available for communication via radio telegraphy (WT) and radio telephony (RT), with vessels sailing in almost every sea and ocean.

2.

Three regional stations located at Belem (PPL), Olinda (PPO) and Rio Grande (PPJ), able to communicate via WT and RT with vessels up to approx 600nm distant.

3.

Three local stations at Manaus (PPM), Santarem (PPT) and Itajai (PPC) responsible for communications via RT with vessels approx 200nm distant.

4.

Seven restricted local stations at Santos (PPS), Paranagua (PPG), Porto Alegre (PPP), Vitoria (PPV), Natal (PPN), Fortaleza (PPF) and Salvador (PPA) able to communicate via RT with vessels sailing in the immediate vicinity.

5.

The remaining 25 stations handle local RT communications.

VHF: Rio Radio: Callsign "PPR". Ch 23, 24, 25, 26, 27 and 28.
General call: Ch 16.
Pilot: Ch 14 and 12.
Rio de Janeiro Port Authority: Ch 5.
Coastal radio station: Ch 64 and 65.
Health regulations: Free pratique: Vessels which are not proceeding from infected ports may be granted free pratique by radio, but this does not exempt the ship owner or his agent from the delivery, to the Port Health Authority, of the Advice of Arrival. A vessel with free pratique is permitted to proceed directly to the berth.
A vessel coming from an infected port which has obtained free pratique at a Brazilian port is exempted from further inspection for mosquitoes at other Brazilian ports of call, unless it has called at an infected port en route.
Free pratique does not exempt the vessel from being visited by the Port Health Authority when the latter considers this to be necessary, but such visits will always be carried out subsequent to berthing without jeopardising vessel operations.
When there is a sick passenger or crew member to be landed, the vessel must fly Interco flag "Q".
For granting free pratique the following documentation is required:

1.

Vessel details:

a.

Name, class and flag.

b.

Name of port and country (or Brazilian state) where voyage started and date of departure.

c.

Port(s) of call, country(ies) (or Brazilian state(s)) with respective dates. Mention the last 5 ports.

2.

Sanitary conditions on board:

a.

The occurrence of a death on board.

b.

The occurrence of any sickness.

c.

The occurrence of any sickness with one of the following symptoms: Fever (temperature over 37.5°C) during a period in excess of 48 hours accompanied by skin eruption, jaundice or ganglia inflammation; acute moderate to serious diarrhoea.

d.

The occurrence of great morality of rodents.

e.

The occurrence of medicine consumption during the voyage, indicate the name and quantity supplied per person.

f.

Amount of fresh water available on board. Indicate where the last supply of fresh water took place.

g.

In case of a vessel in ballast, advise where the ballast water was loaded and the quantity.

3.

Operational conditions of the systems of ejection and used water:

a.

Is there a possibility that faecal objects which had not been treated could be expelled in to the waters of the port?

b.

Description of drainage system and sanitary treatment.

c.

The cubic capacity of the ejecting/used water tank and its capacity in number of days of retention.

d.

The stock of disinfectant material, if this is the case.

A Letter of Guarantee to comply with the following:

1.

Confirmation of exact time of arrival of the vessel, one hour ahead of arrival.

2.

Definition of vessel berthing position.

3.

Deballasting of ejection/used water tank 12nm from the coast and its immediate sealing.

4.

Not to jettison waste collected on board during the vessel's stay in port.

5.

Absence of infestation by vermin (mosquitoes, cockroaches, rats) in vessel compartments.

6.

Absence of cargo accidents with risk to public health and the environment.

Free pratique document issued by sanitary authority in another Brazilian port.

Customs and immigration: Contraband: Brazilian laws are very strict with respect to smuggling and Masters are requested to instruct their crews not to take more than 2 packets of cigarettes and other articles ashore. Cigarettes in cartons, tobacco, alcoholic beverages, narcotics, souvenirs, explosives, firearms, etc should be collected prior to arrival in port and listed with the items in the Crew's Personal Effects List and placed in the custody of the Master.
Immigration: All a vessels passengers and/or crew members may enter the national territory only after their documents have been inspected by the Federal Police Department, the Revenue Authorities and the Port Health Authorities.
Vessel owners are responsible for the disembarkation and the embarkation of transit passengers as well as crew members who fail to join a vessel before it sails. Such responsibility includes maintenance and other expenses until repatriation. In the event of non existence of a compulsory deposit as a guarantee to cover such expenses, owners will sign, at the Federal Police Department, a form of responsibility inherent to such obligations as therein expressed.
Flags: All vessels, while in Brazilian ports, must fly the Brazilian national flag from 0800hrs to sunset.
Notices of readiness: Unless otherwise agreed, NOR can be tendered during usual office hours at Rio de Janeiro.
To be valid the NOR should be given in writing, (letter, telegram or fax). It is recommended that the receiver of the NOR by fax should acknowledge receipt.
 

Navigation

Sea buoys, fairways and channels: The approach channel to the port has a least width of 200m and a total length of 18.5km, with depths of 20-37m. The turning basin has diameter of 1,150m with depths of 10-37m. The approach channel to the public port is dredged to the following depths:

Pilot: Pilotage is compulsory from the waiting zone in the anchorage, (approx 2nm N of Rasa Island) for any anchorage within Guanabara Bay.

The pilot station operates throughout 24 hours, requisitions are accepted by telephone, fax or VHF forwarded to any shipyard, terminal or port in Rio de Janeiro State, including Arraial do Cabo, (Forno Harbour), Ilha Grande Bay, Sepetiba Bay and Guanabara Bay.
At Rio de Janeiro pilots boards vessels from the N at position 22°59.8'S  043°06.2'W and vessels from the S and entering the dredged channel 22°59.8'S  043°08.6'W.

Vessels having to anchor outside the harbour should do so 1.75nm N of Ilha Rasa in depths of approx 32m.
Vessels awaiting a pilot or quarantine officials should anchor in the quarantine anchorage, 1.25nm NE of Ilha Fiscal. No vessel is allowed to remain in this anchorage more than 2 hours after the last official has left.
Vessels intending to remain at anchor for long periods should use the anchorage, 0.15nm to 0.75nm NW of Ilha das Enxadas. There are also anchorages N of the bridge on each side of the channel.
The Naval anchorage lies E of Santos Airport and NE of Ilha Fiscal.
There is an explosives anchorage 5nm NNE of Ilha Fiscal
A and B anchorages for LASH vessels and their lighters lie 0.7nm ENE and 0.3nm W respectively of Ilha das Enxadas.
There are 2 anchorages for tankers NE of Alte Tamandare Oil Terminal.
There are numerous areas in the harbour where anchorage is prohibited, the following of which are the most important:

1.

The dredged channel. Vessels anchoring in the quarantine anchorage and elsewhere in the vicinity of this channel must take care that they are not liable to swing so that they may intrude on it.

2.

An area between Ponta de Sao Joao and Ponta de Jurujuba.

3.

An area between Santos Dumont Airport and Ponta de Gragoata and an area S of Santos Airport.

4.

The vicinity of the Rio de Janeiro - Niteroi bridge which crosses the bay along the parallel of Lat 22°52.2'S.

5.

An area extending N from Santos Dumont Airport and an area S of Ilha das Enxadas.

6.

The vicinity of Alte Tramandare tanker terminal.

7.

An area between the NE extremity of Ilha do Governador and Ilha Paqueta 2.5nm ENE.

Vessels must avoid anchoring near the tracks used by ferries running between Rio de Janeiro and Niteroi. The vicinity of a number of underwater pipelines and cables which lie outside the area given above must be avoided by vessels anchoring.
Tidal range and flow: Range 1.2m.
Dock density: 1020.
Weather: Prevailing winds: E'ly Jan – May and SW May - July. Winds reach approx Beaufort Scale Force 3.
Principal navigation aids: Feticeiras Light is exhibited from a red round concrete tower with black bands, 9m in height, situated in the N end of the shoal.
Charts: Brazilian, 1501, 1511 and 1512 from MM/DHN, BA553, 566.USNOO 24161, 24162. Admiralty Pilot NP5.
Traffic schemes: A compulsory reporting system is in operation.
Vessels must report as follows:

Restrictions: The main span of the bridge between Piers 100 and 101 has a vertical clearance of 63m and a width of 269m; the adjacent spans between Piers 101 and 102, have a vertical clearance of 61m. The centres of the spans and the piers on each side of them are marked by lights. Close northward of the bridge the channel between Piers 100 and 101 is marked on each side by a lightbuoy.
Passage under the main span of the bridge is restricted to vessels of more than 500dwt or with a draft greater than 12.2m. Other vessels should pass under the spans adjacent to the main span; between Piers 99 and 100 when S bound; between Piers 101 and 102 when N bound.
Vessels are warned against passing at high speed near naval vessels anchored in the harbour and when under way should keep their anchors hanging above water level in order to avoid the risk of damage to submarine cables and pipelines.
The numerous ferries which cross the harbour between Rio de Janeiro and Niteroi will give way to ocean going vessels if they sound one long blast on their whistle or siren.
Tugs: Towage available up to 3,200bhp.
 

Berths and Cargo

Names/Nos: The following berths are available:
PIER MAUA: Length of quay 883m, max draft 9.5-11m. Total 5 Berths using both sides of Pier. 2 open storage spaces of 12,000m2.
CAIS DA GAMBOA: Length 3,150m, depth alongside 8.0-11m for 20 berths. There are 18 warehouses with a total storage capacity of 60,000m2, of which 12,000m2 is refrigerated and open storage of 16,000m2 is available.
The dock is used for handling various types of cargo. There are gantry cranes with a lifting capacity of 3.0-40t and an unloading capacity of 300tph for cereals.
There are 2 private installations for handling steel products and sugar as follows:
TRIUNFO TERMINAL: Land area 2ha, length of quay 450m, max draft 10.0m, ship to shore crane 2 x 10-12.5t.
SERVPORT TERMINAL: Land area 2ha, length of quay 250m, max draft 8.0m, ship to shore crane 2 x 6.3t and 2 x 3.2t.
CAIS DE SAO CRISTOVAO: Length 1,525m, depth alongside from 7.5-9.5m for 6 berths . There are 2 warehouses with a total storage capacity of 12,100m2 and open storage of 23,000m2 is available.
The dock is used for handling various types of cargo. There are 11 x 10-12.5t gantry cranes and 2 x 120tph unloading gantry crane for cereal.
There is 1 private installation for handling steel products as follows:
TRIUNFO TERMINAL: Land area 4ha, length of quay 350m, max draft 10.0m and there are 2 x 16t ship to shore cranes available.
CAIS DO CAJU: Length 1,300m, depth alongside from 6.0-7.5m with 6 berths. There are 3 warehouses with a total storage capacity of 21,000m2 and a total open storage of 69,900m2 available.
LIBRA -T1 and MULTI -T2: 2 private Container Terminals, 765m of quay with 2 berths to each terminal, depth 11.5-12.0m. Open storage area of 81,500m2.

Public holidays: Requests for operational services on the following days must be made at least 24 hours prior to arrival. The only holidays where work is not undertaken is Dec 25 and Jan 1.
Fixed holidays: Jan 1, Jan 20, Apr 21, May 1, Sep 7, Oct 12 and Dec 25.
Movable holidays: Monday and Tuesday of the carnival, Ash Wednesday and Good Friday.
Working hours: Normally 0700-1600hrs, 1600-1900hrs, 1900-0400hrs and 0400-0700hrs.
Surveyors: Surveys available.
