Port description

Location: Ningbo is situated in the N part of the East China Sea in Hangzhou Bay on the junction of the SW and NW branches of the Yong Jiang River.
General overview: The port is made up of 5 areas, Zhenhai Harbour (at the entrance to the Yong Jiang River), Ningbo Harbour (11nm upstream from Zhenhai), Beilun on S side of Jintang Shuidao SE of Zhenhai), Suanshan and Daxie Island. Daxie Island is being developed into a major deep water transshipment port for containers and bulk liquids.
The main cargoes handled by the port are crude oil, coal, iron ore, fertilisers, grain, timber, metals, cement, salt, general, containers and chemicals.
Traffic figures: Approx 344,000,000t of cargo, including 9,300,000TEU, handled annually.
Load Line zone: Summer.
Max size: Max permissible draught for vessels to pass the shallow areas at Xia Zhi Men Outer Channel is 18.2m CD.
The Under Keel Clearance (UKC) is defined as follows:
 
1.
 
VLCC's with draught up to 20m require UKC of 1.8m or more.
 
2.
 
VLCC's with draught greater than 20m require a min UKC of draught x 10%.
 
On the basis of the above requirement, the draught and related tidal requirements are as follow:
Draught: 19m, 19.5m, 20m, 20.1m, 20.2m, 20.3m, 20.4m, 20.5m, 20.6m, 20.7m.
High Tide: 2.6m, 3.1m, 3.6m, 3.91m, 4.02m, 4.13m, 4.24m, 4.35m, 4.46m.
Under normal circumstances, tankers with draught of less than 19.5m have 1-2 chances per day with the tide, to pass the shallow patch, whilst tankers with draught of less than 20m have approximately two thirds of days per month with tide for passage.
Tankers with draught of greater than 20.5m can only expect to pass the shallow waters with the spring tide.

Pre Arrival Information

ETA: ETA was sent daily to the Agent with a request to forward it to the supplier. In the ETA message, Agent also required daily cargo temperatures.
If the ETA changes be more than 6 hours, it should be updated to the Agent. All ETA messages were also copied to the Charterer.
This vessel is a deep draught vessel (20.0m) which can only cross the bar at high tide. Agent gave instructions to give ETA to Shallow Water Waiting Area, 29°39'N  122°31.5'E. He gave times of high tide which agreed with those obtained from the British Admiralty Tide Tables and requested confirmation that the vessel would cross the shallow water area at high tide without the Pilot and requested the ETA to Pilot Station which is abeam of Racon Z at the entrance to Xiazhi Men).

Communication: Ningbo VTS Centre uses VHF Ch.16 & 06.
Information is broadcast on Ch.08 & 20.
Pilot uses VHF Ch.16 & 09 when talking to ships.
The Agent uses email extensively, and all ETA’s are passed to the Pilot. Agent then informs the ship of time of Pilot rendezvous.
All communication with Port Control was done through the Agent who required the following certificates to be faxed to his office for passing to the Authorities:

Pilotage:
The Pilot can occasionally be contacted by VHF Ch.16 & 09 before the vessel crosses the bar, but this is quite unusual because of the distance to the Pilot Stn. It is usual to receive instructions to anchor or pick up the Pilot through the Agent. The Pilot can usually be contacted by VHF when at the anchorage or close to Racon Z. The Pilot often pilots a ship outbound and talks to the inbound ship while still on the outbound ship. He then transfers from the outbound to the inbound ship by the Pilot boat which is a small tug.
When in contact by VHF, the Pilot will inform the ship which side to have the Pilot ladder. Ships in ballast usually use the accommodation ladder only, while loaded ships use a Pilot ladder.
The Pilot normally boards abeam of Racon Z, but he is often late, so the Master must be prepared to navigate part of Xiazhi Men without the Pilot until he arrives. The area is normally well sheltered.
The Pilot boarding area is approximately 3 miles from the centre of Xiazhi Men Northern Anchorage and 4 from the Southern Anchorage.
Helicopter boarding is no undertaken.
From Pilot boarding to vessel all fast at SuanShan Berth No.1 took approximately 4 hours 30 minutes.
Health:
Pratique is requested by the Agent automatically, after he has received the Crew List and Vaccination list by fax upto a week prior to arrival. Health Authority boards after berthing. Yellow Fever Vaccination certificates were required but not checked. The doctor also enquired if the crew had cholera vaccination certificates, but did not persue the matter when told that they did not have them.
Due to the SARS epidemic, they are very particular in checking the crew’s health. Sometimes, the doctor brings a digital thermometer with him and checks everyone’s temperature. Last time, the Master was instructed to take the crew’s temperatures himself and include them on the Vaccination list.
The Derat Certificate was checked and can be renewed if required.
Customs and Immigration:
Customs and Immigration arrived on board with the Health official and Agent immediately after berthing. Passports were checked against the Crew List.
The Agent took the passports ashore, and returned in a few hours with passports and shore passes for all the crew. Crew were allowed ashore with shore passes and passports, but had to be back on boards by 0200hrs each morning.
No mention was made of any currency restriction, and the Currency List which used to be required was not asked for.
The Bond Store was checked, the Authorities receiving their usual gratuities (10 cartons of cigarettes), but the Bond Store was not locked.
Flags:
The PRC flag and usual International signal flags are to be flown, but no special flags are required. The ‘Q’ flag must be lowered as soon as Free Pratique is granted.
Notice of Readiness (NOR):
NOR is to be tendered when the vessel arrives at the Pilot boarding point (Racon Z).
NOR was also sent by fax to the Agent to be passed to the Terminal, and to the Charterer.
The Agent also produced his own Notice of Readiness form to be completed, signed and stamped by the Master.
 
 

 

Navigation

Port limits: The port limits include the Yongjiang river section down to Lingqiao bridge and the Xinjiang Bridge in the city area and the sea area S of a line between Xiepu Mountain and Taiping mountain lighthouse on the NW tip of Jintang Island and W of the line between Gongshan mountain on the SE tip of Jintang Island and the Tunizui light beacon on the N tip of Saxie Island.
Sea buoys, fairways and channels: There are two channels. The S channel runs from Xiazhimen on the Zhoushan archipelago to the Beilun area through the Jintang waterway. It is 32km in length, over 20m in depth except for a shallow section off Xiazhimen where it is 18.2m in depth. This channel is navigable by vessels of 150,000DWT; vessels up to 200,000DWT can enter the port on high tide. This channel is currently being dredged to 22.5m LAT.
The N channel starts from the lightship at Chang Jiang river estuary passes Huaniao, Daji and Xiaoji before turning E to reach Beilun harbour through the Jintang waterway or turns SW into the Yongjiang River to reach Zhenhai and Ningbo. Vessels up to 25,000DWT can navigate this channel, max draught is 8.5m.
Pilot: Pilotage is mandatory and is available throughout 24 hours at Qi Li Yu and Jin Tang Anchorages but only HW at Xin Qi Anchorage. Vessels should apply for pilot service 24 hours prior to arrival or on leaving the last port. Contact should be made on VHF Ch 16, 1 hour before ETA at anchorage and maintain a continuous listening watch on Ch 16 until the pilot boards. Pilot boards at the Quarantine Anchorage centred in position 30°01.5'N  121°46.4'E and Xiazhi Men N and S anchorages.
Anchorages: Qili Zhi anchorage is the area bounded by the parallels of 29°59.3'N and 30°02.5'N, and the meridians of 121°45.6'E and 121°47.5'E.
The designated pilotage-quarantine, also the dangerous goods anchorage, is the area bounded by the parallels of 30°01.3'N and 30°02.5'N, and the meridians of 121°48.6'E and 121°50.0'E.
The non-dangerous goods anchorage is the area bounded by the parallels of 30°00.0'N and 30°01.3'N, and the meridians of 121°48.6'E and 121°50.0'E.
Ningbo River: Vessels can moor in mid-stream at Ningbo in depths of 6.4m to 9.1m. As the total width of swinging room is only about 183m, it is advisable to have a taut moor, with four shackles on the upstream cable and three shackles on the downstream cable. After heavy rain inland the outgoing stream often runs for 12 hours and vessels do not swing to the ingoing stream at all, however this does not appreciably affect the time of HW.
Berthing Ningbo: Vessels arriving in the flood stream proceed to a position ahead of their berth, then turn with the aid of an anchor underfoot before coming to their mooring. Vessels over 91m long must use their engines when swinging to the tide.

Tidal streams at Ningbo have a max rate of 2kts on the flood stream and 2-3kts on the ebb.
Strong winds between N and NE usually raise the water level in the river about 0.5m, above normal, in winter from December to March the water level is usually about 0.5m lower than in the summer months of August and September.

Traffic schemes: A Vessel Traffic Service (VTS) is in operation.
The Ningbo VTS Area comprises of the following:

Vessels encountering problems impeding the safety of navigation (floating objects, malfunction of aids to navigation etc) should report their name, position and full details to Ningbo VTS.
 
Restrictions: Entry into and sailing from the port after sunset is possible except for VLCC's which must berth/unberth/shift during daylight only.
Tugs: There are 3 x 4,200hp, 1 x 3,400hp, 4 x 3,200hp, tugs available.
Coastguard: The port is covered by Shanghai Maritime Rescue and the local harbour administration can be contacted for rescue and salvage services.

5 Passenger berths
 
Ningbo Harbour: Located in the city area, mainly handling passenger traffic. The area can be subdivided into 3 areas of Baisha, Jiangdong and Zhongma. The first two have 8 berths between them, the largest can handle vessels up to 3,000DWT. The latter has 8 berths of which 5 can handle vessels up to 3,000DWT.
The max lifting capacity of cranes at these berths is 5t with mobile cranes capable of lifting 16t.
Beilun Harbour: This is a deep water harbour. It has one berth capable of handling 140,000DWT and 1 x 200,000DWT ore carriers for discharging and 2 berths capable of handling 25,000DWT ore carriers for loading.
The cargo handling machinery at these berths consists of two 2,100tph ore unloaders and two 4,200tph ship loaders.
W of the ore berths is a general cargo berth capable of taking vessels up to 50,000DWT.
Further to the W are a further 6 berths capable of handling vessels up to 50,000DWT. These berths are for containers, multi purpose, timber and general cargo.
Facilities in this harbour consist of cranes with a max lift capacity of 56t, 10,800m2 of warehouse space and 113,000m2 of stockyards.
Zhenhai Harbour: This harbour is situated at the mouth of the Yongjing River approx 18km from the city centre. There are 12 berths in total.
Berths No 1 and 2 are for coal handling. Berth No 2 can handle vessels up to 10,000DWT.Berths No 3 to 9 are for general cargo, Berth No 5 for containers. Berths No 5, 6 and 9 can handle vessels up to 10,000DWT.
Berth No 16 is for liquid chemicals.
Vopak: Berth No 17 is for liquid chemicals and can handle tankers up to 50,000DWT.
Daxie: Tankers up to 300,000DWT crude oil discharge 8,000tph, steel products 3,500tpd.
Facilities: Zhenhai Harbour: Berth No 1 has 2 x 500tph ship loaders. Berth No 2 has 5 x 10t portal cranes capable of working 180tph.
Beyond the berths there are rail connections with 10 coal silos capable of holding 2,000t. There are also stockyards of 58,000m2.
Berths No 5 to 9 are fitted with 10t portal cranes. There are 4 warehouses and 18 stockyards of 20,000m2 and 128,000m2 in area.
Berth No 16 has 11 liquid storage tanks of 9,700m3.
Max land based lift capacity 40.6t, max above water lift capacity 56t.
Daxie: Floating cranes 1 x 200t and 1 x 450t.
Ningbo Port has the following container handling equipment:

Storage: There is warehousing of 97,000m2 and open storage/container space of 1,120,000m2 available.
Daxie:
BP Hua Dong: Covers an area of 23.6ha including 2 x 500,000m3 underground LPG storage caverns.
Crude Transhipment Terminal: Covers an area of 41.2ha and includes a tank farm of 2,000,000m3.
Cargo: Loading rate: Bulk cargo 3-4,00tpd, packaged cargo 800tpd.
Discharge rate: Bulk cargo 2,00tpd, packaged cargo 2-3,00tpd, methanol 300tph, steel 2-3,000tpd, oil 4-5,000tpd, barley 3-4,000tpd.
Barges: The port has 25 barges with a total capacity of over 12,500t.
Ballast/slop reception: There are waste oil disposal vessels in the port.
Security: The port is ISPS compliant.
 

General

Repairs: There are a number of ship repair yards in the port.
Bunkers/water/stores: Ningbo: Fresh water and stores are available from the berths and anchorage.
Transport: Airport: Ningbo City, Lishe International airport.
Railways: National rail link from Ningbo port.
Crew change: Possible.
Working hours: The port works throughout 24 hours, on a three shift basis regardless of holidays and festivals. Shift 1; 0800-1600hrs, shift 2; 1600-2359hrs, shift 3; 0001-0800hrs.
Developments: Widening of the canal linking Hangzhou and Ningbo has commenced on a 43.6km stretch. The canal, built in 1983, has previously only been able to accommodate ships of 40t. Once completed the canal will be linked up to the world's oldest and longest man made waterway, the Beijing-Hangzhou Grand Canal.
Daxie Island is the subject of a new 40 berth transhipment development providing deep water facilities for container, liquid and gas storage.
It is reported that the 411m length coal terminal will be converted into a container terminal.
It is reported (2008) that two container berths with a total capacity of 1,400,000TEU will be built at Meishan Island, to the S of Ningbo. Construction of a 2.2km bridge linking the island with the mainland has already begun. The new facilities will be operational in 2010.
Ningbo and Zhoushan port approach channel is expected to be dredged to 22.5m LAT by June 2008, permitting vessels of 300,000DWT to berth without waiting for the tide.
Seaman's Mission: The Ningbo International Seaman's Club has many facilities and can organise sports and sightseeing tours as well as interpreters.
