Port description

Location: Halifax is a large deep-water seaport situated on the E coast of Nova Scotia approached directly from the Atlantic and within 129-161km of the great circle route from Northern Europe to New York.
General overview: The harbour is naturally well sheltered with a large inner "Bedford Basin". It is an all-weather port, free of ice in the winter season with common user and private berths and transit sheds. The two modern container piers, one at the harbour entrance and one at Fairview Cove in Bedford Basin, are equipped with gantry cranes and stern loading Ro-Ro ramps. The harbour is used as a regular port of call by container ship consortia and cruise ships. It is also the site of an oil refinery, shipyards with drydocks, graving docks and marine slips, other water oriented commercial operations.
The port handles containerised, bulk, breakbulk, Ro-Ro and project cargo.
Principal Commodities: Exports: Grain, gypsum, lumber, containers, fish and general.
Imports: Rubber, automobiles, containers, crude oil, etc.
Traffic figures: Approx 14,000,000t of cargo including over 541,640teu handled annually. 180,000 passengers arriving on 101 cruise ships.

Documents are received by Canada Customs on arrival or in the absence of Customs it is the responsibility of the vessel's agent to take documents to Canada Customs and Immigration.
Communications: Halifax Coast Guard Radio (callsign "VCS") can be used for passing messages throughout 24 hours. AMVER messages can be passed through "VCS".
Halifax Coast Guard CRS has sites at Sambro (44°28.3'N  063°37.3'W); Ecum Secum (44°57.9'N  062°09.0'W); Kingsburg (44°16.5'N  064°17.3'W). HF and MF frequencies are used, depending upon distance from station.
VHF: Ch 12 working in harbour.
Health regulations: Pratique should be applied for when arriving from a country which has infectious diseases or death on board from unknown causes. Pratique is applied for through the vessel's agent.
Derat and Derat Exemption Certificates can be renewed.
Customs and immigration: Customs allowances: For each officer or crew member the allowance is 200 cigarettes or 50 cigars or 0.9kg of tobacco and 1.1 litres of liquor or 8.2 litres of beer or ale.
A penalty for non compliance with the above will be implemented.
Immigration: Routine filing of documents is undertaken by the vessel's agent. There are no restrictions on crew and/or passengers except those who require a visa. If they do not possess a visa they must remain aboard the vessel.
Standard messages: Normal instructional messages are sent to approaching vessels advising them to report to ECAREG Canada, pilot reporting instructions, etc.
The typical content of a message is:

Flags: "Q" flag until clearance has been granted, "H" flag when pilot on board.
Notices of readiness: NOR normally tendered when vessel secured alongside berth except most tankers tender on arrival pilot station or at port limits.
Agency: When appointing an agent it is recommended to select an agent with sufficient experienced staff to handle the peak and valley situations, which occur in agency business.
 

 

Navigation

Port limits: The seaward limit of the port lies across the harbour in the vicinity of the NW end of McNabs Island (44°36'N  063°31'W).
Sea buoys, fairways and channels: Main channel: Outer Reach:
Initial position: Pilot boarding position (vicinity of 1nm NNE of Chebucto Head Light).
Sandwich Point leading lights:
Front light, (red framework tower, red base, white trapezoidal daymark with red stripe, 6m in height), 44°35'N  063°33'W; rear light, (similar structure but with inverted daymark and 15m in height), 0.3nm NNW of the front light.
The alignment, 336.5° of these lights is situated approximately 0.3nm within Sandwich Point, leads NNW for approximately 2nm to the alignment of the Middle Reach leading lights passing (positioned from Chebucto Head Light):
WSW of Portuguese Shoal, (2.25nm NNE) noting that a 9.1m rocky patch lies 0.3nm SW of the shallowest part. "H4" Lightbuoy, (starboard hand, whistle) is moored 0.7nm SSW of the shoal, then;
WSW of Bear Cove Shoal, 2.25nm N, marked close on its NW side by "H6" Lightbuoy, then;
ENE of three isolated rocky patches (between 2nm N and 2.5nm NNW), "HK" Lightbuoy (preferred channel to starboard) is moored close W of the shallowest, depth 14.3m, of these shoals, then;
Very close WSW of the 20m depth contour of an extensive bank, extending 2.5nm SSW from the SE end of McNabs Island.
Clearing line: The alignment 338° of Sandwich Point (44°35'N  063°33'W), with the SW tower of the Angus L Macdonald Bridge, 5nm NNW, passes WSW of the 9.1m rocky patch, 0.3nm SW of the Portuguese shoal, but over Bear Cove shoal and across the end of the extensive bank, extending 2.5nm SSW from McNabs Island.
Main channel: Middle Reach:
Leading lights: Front light, (framework tower, white trapezoidal daymark with red stripe, 5m in height), (44°37'N  063°32'W), on the NW of McNabs Island; rear light, (similar structure but with inverted daymark and 22m in height), 0.17nm N of the front light.
The alignment 356° of these lights leads N for approximately 2.5nm to the alignment of the Inner Reach leading lights passing (positioned from Sandwich Point, 44°35'N  063°33'W):
E of Lichfield Shoal, 1.75nm S, marked on its E side by "H7" Lightbuoy, (port hand, whistle);
W of Neverfail Shoal, 2nm SSE which lies on the extensive bank, previously mentioned, extending 2.5nm SSW from the SE end of Mcnabs Island. The shoal is marked on its SW side by "H8" Lightbuoy, (starboard hand, bell), on its NE side by "HN7" Lightbuoy (port hand), then;
E of Mars Rock, 0.5nm SSE, which lies on the edge of a bank with depths of less than 10m over it. "H9" Lightbuoy, (port hand, whistle) is moored on the edge of the bank 0.2nm SE of the rock, then;
W of Big Thrumcap, 1.75nm E, connected to the S extremity of McNabs Island where there is a red clay cliff. Little Thrumcap stands on a single spit which is connected to McNabbs Island, dries and forms a lagoon around the W side of Big Thrumcap.
Main channel: Inner reach:
Leading lights: Front light, (white 8 sided tower, red stripe, 16m in height), 44°38.4'N  063°33.7'W, on the W side of Georges Island, light intensified on the bearing on alignment; rear light, (framework tower, white trapezoidal daymark, with red stripe, 17m in height), 1.75nm NNW of the front light in Dartmouth.
The alignment 339° of these lights leads NNW for approximately 1.5nm into the S part of the port area passing:
WSW of lighthouse bank which extends approximately 0.2nm WSW and 0.8nm SSE of Maugher Beach Light, (white 8 sided tower, 15m in height), 44°36'N  063°32'W. Mariners are advised to note that the shallowest depths in the entrance channel are situated in this vicinity. The SW edge of the bank is marked by "H12" Lightbuoy, (starboard hand, bell) and "H14" Lightbuoy, (starboard hand), moored respectively 0.55nm S and 0.2nm SW of the light. "H16" Buoy, (starboard hand), 0.17nm NW of the light marks the NW edge of the continuation of the bank around the N side of the light;
ENE of the Outer Middle Ground, 0.35nm SW of Maugher Beach Light. marked on its NE and SW sides respectively by "HAC" Lightbuoy, (preferred channel to starboard) and "HK4" Lightbuoy, (starboard hand), then;
ENE of a gravel bank with depths of less than 20m lying in mid-channel, from approximately 0.5nm W to 0.8nm NW of Maugher Beach Light. The SE extremity of the bank is marked by "HK5" Lightbuoy, (port hand). Middle ground, the shallowest part of the bank, lies near the N end and is marked close N by "HAD" Lightbuoy, (N Cardinal);
WSW of a number of mooring buoys, (orange and white) laid off the entrance of McNabs Cove, entered N of Maugher Beach Light, then;
ENE of Pleasant Shoal, an extensive and shallow bank, extending approximately 0.6nm E from Point Pleasant, (44°37'N  063°34'W). The E edge of the shoal is marked by "H19" Lightbuoy, (port hand, bell), then;
WSW of a spit extending 0.5nm WNW of Ives Point, 1nm ENE of Point Pleasant, the NW extreme of McNabs Island, which consists of a steep clay bank and shingle beach. A dolphin stands on Ives Knoll, 0.25nm NNW of Ives Point, the shallowest part of the spit and the W and N extremities of the spit are marked respectively, by "H22" Lightbuoy, (starboard hand, bell) and "H12" Lightbuoy, (starboard hand).
Then, Georges Island, (44°38.4'N  063°33.6'W), on which there is a light, a prominent redoubt and Halifax Traffic radar tower, (approximately 15m in height, red obstruction lights), may be passed on either side.
Clearing line: Chebucto Head Light bearing 170° astern and open E of Pleasant shoal.
Transit of the Narrows:
From a position abeam of Dartmouth, the route into the S part of the narrows leads NW passing SW of a number of mooring buoys laid SE of Angus L Macdonald Bridge. Mariners transiting the Narrows are advised to remain in mid-channel, particularly in deep draft vessels when passing beneath the main spans of the 2 suspension bridges and in the vicinity of the thermal power plant, near the entrance to Tufts Cove where the axis of the channel changes direction and banks extend from either shore.
Controlled Access Zones are designated at three locations within the Narrows, in the waters enclosing: The Naval Dockyard, the Naval Dockyard Annex, and the Navy mooring-buoys close SE of the Angus L Macdonald Bridge.
Pilot: Pilotage is compulsory, the pilotage area consists of all waters NW of a line joining Chebucto Head and Hartlen Point. The pilot boards in the following positions:

44°29.0'N  063°28.5'W (for Esso Tanker over 40,000dwt only)

Pilot disembarks between Lightbuoys "H6" and "H7".
Note:

1.

Provides non-compulsory pilotage for ports in the area from the eastern shore of Halifax to Cape Canso, and for the Gulf of St Lawrence.

2.

Vessels should send ETA 24 and 6 hours in advance (ETD 6 hours in advance). Pilot boards in positions above.

3.

Pilot boards in position 44°31.4'N  063°30.4'W (1.5nm NE of Chebucto Head) or in other positions by arrangement. May provide non-compulsory pilotage for Lunenburg and Mahone Bay/S Margarets Bay.

Two pilot launches operate from Halifax; one with white deckhouse and white band on black hull, the other with orange deckhouse and white band on black hull, both are equipped with radar and VHF radio. Requests for pilot can be made through any coast radio station.
Pilot Dispatch: VHF Ch 23 for pilot request.
Anchorages: Outer anchorage: Anchorage areas "A" and "B" are situated E of the TSS lanes abeam of Chebucto Head.
Harbour SE of the Narrows: There are 7 numbered anchorage berths, between the N end of McNabs Island and Dartmouth, of which No 1 is the quarantine anchorage.Bedford Basin: There are 5 numbered anchorage berths, Nos 8-12, on the W side of Bedford Basin, each approximately 0.5nm from the W shore.
Good anchorage can be found S of a line joining Sherwood and Seaview points. Anchorage is also available, clear of the prohibited areas, elsewhere in the basin including Bedford Bay.
Prohibited anchorage areas: There are many, in all parts of the harbour, involving submarine cables, (operational and abandoned), pipelines, ground tackle, unexploded ordnance, etc. They include the following:
An extensive area of the main channel entrance W of McNabs Island.
All parts of the E passage from close N of Lawlor Island directional light.
The fairway of Northwest Arm.
Mariners are cautioned not to anchor in the vicinity of any submarine cables, which lie outside the designated prohibited anchorage areas.
Tidal range and flow: Range 1.98m springs, 1.30m neaps.
Dock density: 1025.
Weather: Prevailing winds: SW'ly (summer), N'ly (winter). Halifax is an all weather port, free of ice in the winter season.
Fog is common in the late spring and summer, so, although the leading lights are conspicuous and sensitive, they may not be seen in conditions of low visibility because of the distance. Consideration should be given to making an early afternoon arrival/departure and taking local advice to minimise this risk.
Principal navigation aids: Chebucto Head (44°30'N  063°31'W), 30m in height and composed of whitish rock. Chebucto Head Light, (white 8 sided tower, 14m in height), stands 0.5nm NNW of the summit of the headland, with a white rectangular fog signal building close W. Close NW of the light there is a pair of measured distance beacons.
Charts: BA 2028, 2029, 2030; Can 4201, 4202, 4203, 4237. Admiralty Pilot NP59, NP286(5).
Traffic schemes: Halifax TSS leads within the Canadian territorial waters, through the approaches to the harbour entrance, with in-bound and out-bound lanes from and to E, SSE and SW.
Mariners are advised of the following:
The in-bound lane for traffic approaching from SSE, crosses the outward-bound traffic proceeding E, in the vicinity of "HB" Lightbuoy, 44°27'N  063°27'W;
The in-bound lane for traffic approaching from SW, crosses the outward-bound traffic proceeding SSE in the vicinity of 44°18'N  063°25'W, S of "HA" Lightbuoy as well as crossing outward-bound traffic proceeding E as described above.
The Halifax Vessel Traffic Service zone comprises all the Canadian waters within a line drawn in a 162° direction from Penant Point 44°25.8'N  063°39.0'W to position 44°17.7'N  063°35.2'W, then along a line joining the following positions:

then in a 009° direction to the shore at Petpeswick Head (44°40.6'N  063°09.8'W).
For reporting purposes, the zone is divided into 2 sectors:
SECTOR 1: VHF Ch 14: From the seaward limit of the zone, as described above, to a line in a 193° direction from Hartlen Point (44°35.3'N  063°27.1'W) to position 44°30.2'N  063°28.8'W, then to Duncan Reef Lightbuoy "H1" (44°29.6'N  066°30.6'W) then in a 270° direction to the shore.
SECTOR 2: VHF Ch 12: The area of the zone, as described above, excluding Sector One and including Bedford Basin.
Call: Halifax Traffic (VCS). Calling VHF Ch 16. Sector 1: Ch 14. Sector 2: Ch 12. Throughout 24 hours.

Vessels entering Halifax VTS Zone from seaward should report to ECARAG CANADA 24 hours before entering the zone: see Eastern Canada Traffic Zone Procedure (1.) for report content
All vessels should maintain a continuous listening watch on VHF Ch 14 in Sector 1, VHF Ch 12 in Sector 2. Permission to leave the designated frequency or to terminate the watch should be obtained from the VTS Centre.

THE NARROWS:

1.

Vessels approaching the Narrows (here meaning the navigable water between Reporting Points 9 and 10) from opposite directions, will be informed by Halifax Traffic with their locations and destinations.

2.

Such vessels will contact one another on VHF Ch 12, the N-bound vessel on passing Georges Island and the S-bound vessel on leaving its berth in Bedford Basin.

3.

a.

Two vessels of 150m or over will not transit the Narrows at the same time; normally the N-bound vessel takes precedence but vessels may mutually agree otherwise.

 

b.

Once underway vessels of 150m or over will take precedence over shorter vessels when visibility is reduced or winds are strong enough to affect manoeuvrability, and may ask Halifax Control to restrict all other vessels.

 

c.

Otherwise vessels will mutually agree transit procedure.

Restricted Traffic Movements: Movements may be restricted when the following are underway:

1.

A tanker of 50,000 GT or over.

2.

A vessel carrying dangerous cargo.

3.

A vessel which is considered to be navigating with difficulty.

Notice of the expected movement of any of the above will be broadcast by St John CRS, Halifax CRS, and Sydney CRS.

         
Restrictions: Traffic movement may be restricted during transit of deep drafted crude carriers.
Tugs: There are 6 tugs available from Eastern Canada Towing Ltd.
Coast guard: Rescue co-ordination centre is based at the port.

Facilities: Special cranes: The port has 10 gantry cranes as well as floating cranes and mobile heavy lift cranes up to 270t capacity. The operator of the South End Container Terminal has 2 post-Panamax cranes. Fairview Cove has 1 post-Panamax crane.
Storage: The port has 10 multi-purpose transit sheds at dockside for cargo laydown and delivery, total space available is 61,450m2.

Developments: It is reported that over the next 5 years the Halifax Port Authority is investing over $59 million in the port's infrastructure which includes improvements/enhancements to piers and roadway at Richmond terminals; dredging/deepening studies at both container terminals in anticipation of deepening at container berths for maximum flexibility in container vessel berthing; new cruise gangway and an expansion and upgrade of Pier 21 Cruise Terminal.
