Port description

Location: The port of Dalian is a deep water port situated at the S end of the Liaotung peninsula, surrounded by Bo Hai Gulf and Korea Bay.
General overview: The port is divided into the following ten areas:
Western bay area:
Heizuizi (38°56'N  121°37'E).
Xianglujiao (38°57'N  121°37'E).
Ganjingzi (38°58'N  121°38'E).
Dagang (38°57'N  121°39'E).
Siergou (38°56'N  121°41'E).
Northern bay area:
Liushutun (39°00'N  121°41'E).
Heshangdao (Henshang) (39°01'N  121°45'E).
Eastern bay area and Dayao Bay (Dagushan Peninsula):
Beiliang (Beiling) (38°58'N  121°48'E).
Xingang (Nianyuwan) (38°59'N  121°54'E).
Dayaowan (39°01'N  121°52'E).
The port has over 80 berths handling grain, steel products, ore, timber, vegetable oil, fertiliser, crude oil, refined products, coal, forage, cement, dangerous cargo, Ro-Ro vessels, containers, bulk, bagged minerals, maize, and general cargo.
The port is the transhipment centre of oil products for NE China and Asia, and is mainly engaged in loading, unloading and storing crude oil, oil end products and liquid chemical products.
The grain terminal is reputed to be the second largest in the world and the largest in Asia.
A new port area is being constructed at Lushun for COSCO, 40km SW of Dalian, previously a naval base.
Traffic figures: Approx 200,500,000t of cargo, 3,212,000TEU and over 5,000,000 passengers handled annually.

Navigation

Port limits: The port limits start at Huangbaizui Lighthouse (approx 38°54.2'N  121°42.5'E); run through Dasanshan Island Lighthouse (approx 38°52.4'N  121°49.5'E); through the Dangerous Reef Beacon (approx 38°57.8'N  121°59.2'E) to Shayuzui (approx 39°02.4'N  121°57.6'E).
Sea buoys, fairways and channels: Vessels entering and leaving Dalian port should keep to the Dasanshan Channel situated between Dasanshan Island and Huangbaizui in accordance with the Dasanshan Traffic Separation Scheme. The channel width is 4.7nm, depth 13-42m. The route has a separation zone 0.3nm in width with a lane on either side.

All these fairways have a mud bottom.
The fairway into Xingang Harbour area is between Shatuozi Island and Xianjiao Reef. It is a natural channel capable of allowing the passage of 100,000DWT oil tankers.
Pilot: Compulsory. Service available throughout 24 hours except Heshangdao terminal and Gangjingzi oil terminal. Pilots board vessels at the quarantine anchorage as follows:

Ships applying for anchorage should contact Dalian Xingang Signal Station one hour prior to entering the port and should anchor as directed.
Tidal range and flow: The minimum tidal range is 0.6m, the maximum is 4.6m with the average spring and neap ranges being 2.9m and 2.6m respectively. The mean sea level is 1.6m.
Tide runs W during flood and E during ebb with a rate of 0.5-1.0kt.
Humidity level ranges from 61% in Winter and 86% in Summer.
Dock density: 1025.
Weather: Prevailing winds: N-NW'ly from Oct to Mar and S-SE'ly from Apr to Aug.
Ice: The port is never closed by ice but from Jan to Mar between 5cm and 20cm may be experienced but this causes no problems for steel hulled ships.
Precipitation and fog: Average annual rainfall is approx 600mm. Jun and Jul are the foggiest months but fog occurs all year round. Annual temperature varies between -5°C in January and +23°C in July.
Foggy days increase at the start of Spring and disappears after September. Long lasting foggy weather in July may impact on vessels entry/exit from the port.
Principal navigation aids: There are several lighthouses and beacons in the area with ranges of 2.5nm to 23nm. The most powerful is Dasanshan Island Lighthouse (Fl W 10s) with a range of 23nm.

Traffic schemes: To enforce the port traffic control and safety of navigation all vessels passing through Dasanshan Channel should observe the Traffic Separation Scheme.
There is a separation zone in the S section of the channel and a separation line in the N section. The separation zone is 3nm in width with a traffic lane 1.5nm wide on each side measured from the centre of the zone.
On either side of the separation zone and the separation line there are traffic lanes. On the outside of the traffic lanes there are inshore traffic zones for small vessels under 20m in length.
Located at the N end of the separation zone's centre line is a mid channel buoy "H1". The space within the N half of the circle, radius of 0.6nm, is a warning zone.
Upon entering the Dasanshan Channel, ships should immediately notify Dalian Harbour Superintendency by VHF and remain in close contact thereafter.
Vessels in Dasanshan Channel shall proceed in the appropriate traffic lane in the general direction of flow for that lane. Vessels shall not enter or cross a separation zone or separation line. Ships so doing, in an emergency, should return to their specified lane as soon as possible so as not to endanger other traffic.
Vessels shall usually enter and leave traffic lanes at the end of the lane and when entering or leaving from either side shall do so at as small an angle to the general direction of traffic as is practicable.
Vessels bound for Dagang dock areas should enter Dagang Main Fairway via the warning zone after passing through the traffic separation lane. Vessels bound for the Ganjingzi or Xianglujiao dock areas navigating along the general direction of traffic should turn into the Ganjingzi Fairway near Buoy "H2". Ships leaving these dock areas should enter the general direction of traffic near the same buoy.
Vessels bound for the Dagang dock area, the Siergou dock area or proceeding to the Quarantine anchorages W of the separation line should display a two flag signal, "First Substitute" over "W" by day and a white over two red lights in a vertical line at night.
Dalian Wan Vessel Traffic Service controls the area W of Dasanshan Dao Light, within the Position Reporting Line, an arc of semi-circle, radius 12nm.
Dayao Wan Port Control controls the area to the E of Dasanshan Dao Light, within the position Reporting line, an arc of semi circle, radius 12nm.

Restrictions: The port has draught restrictions dependent upon type of cargo loaded and season. Vessels carrying imported bulk grains, ores and phosphate rock may have their draught limit increased by 0.3-0.9m by waiting for HW and prior arrangement between the port authorities and the shipper.
Entry and departure can take place after sunset except at the Heshangdao Terminal and Ganjingzi Oil Terminal.
Tugs: There are 2 x 428hp, 2 x 980hp, 4 x 1,970hp, 1 x 2,000hp, 1 x 2,400hp and 6 x 3,200hp tugs available.

Dagang East and West: These two districts are on the S shore of Dalian Bay. They consist of 3 quays and 4 piers with 30 berths. One berth can handle vessels of 60,000DWT; 1 x 30,000DWT; 3 x 25,000DWT; 2 x 15,000DWT, 15 x 10,000DWT and 8 x 3,000DWT to 7,000DWT.
These areas primarily handle bulk grain, steel, ores, container, general cargo and passengers.
Xianglujiao: This district has 2 piers with 8 berths totalling 2,382m in length capable of taking vessels in the 5,000-15,000DWT range. Mainly used for steel, grain, general cargo and the export of timber.
Ganjingzi: This district has a jetty with two berths for 10,000DWT vessels, mainly used for coal export and grain handling. Dahua Chemical Terminal with 4 berths for general cargo and 1 berth for liquid sulphur. Dalian Oil Terminal with 11 berths for petroleum, one of which can handle LPG.
Siergou: This district is on the SE coast of Dalian Bay. The cargo handled is crude oil and diesel. Four berths, with total length of 740m, can handle vessels up to 10,000DWT but vessels of 20,000DWT may be handled. Two smaller berths can handle vessels up to 3,000DWT and are primarily used for bunkering.
Nianyuwan: This is an oil exporting area with a pier containing two berths. The E side of the pier can handle vessels up to 175,000DWT and the W berth can handle vessels of 100,000DWT. New berth capable of discharging 300,000t crude oil tankers now in service.Heizuizi: Has a total wharf frontage of 2,880m forming 6 berths capable of taking vessels up to 3,000DWT. These berths are for domestic trade only.
Liushutun: The main activity in this area is fishing and fish processing.
Heshangdao: This district has 3 berths the largest of which can handle vessels up to 30,000DWT. The total wharf frontage is 735m. The main cargoes handled are coal, special material and hazardous goods.
Dayaowan: This new port has two container terminals with depth of 14-16m and 2 multipurpose berths each with a depth of 12m.
Dalian Container Terminal (DCT) handles international trade and has a total quay length of 1,856m,16 cranes and an annual capacity of 2,200,000TEU.
Dalian Port Container Terminal (DPCM) handles domestic trade and has a total quay length of 1,380m, 10 cranes and an annual capacity of 1,700,000TEU.
The multipurpose pier is 480m in length, consisting of 2 dedicated bulk grain berths capable of handling vessels up to 80,000DWT with 420,000m3 grain silos. Annual capacity of 5,000,000t.
Facilities: Dayaowan Container Terminal: Four x 65t twin lift quay cranes and 12 x 41t yard cranes that can service super Panamax vessels.
Dagang and Heizuizi: The frontage of 6,065m is equipped with 82 portal cranes.
Xianglujiao: Portal cranes available.
Ganjingzi: Four ship loaders and ancillary equipment.
There are 1 x 100t and 1 x 200t floating cranes available.
There are 178 hoisting machines and in excess of 560 cargo handling items of machinery.
Storage: The port has a total of 43 warehouses of 300,000m2 capacity and 74 stockyards of 470,000m2 capacity. There is also a grain silo of 39,000m3 capacity and numerous oil tanks.
Dagang and Heizuizi: There are 35 quay sheds and warehouses with space of 246,000m2; 53 stockyards with 282,000m2 and 4 container yards with 63,000m2 and capacity of 3,870TEU.
Xianglujiao: Two warehouses with a total area of 14,000m2 and 12 stockyards of 100,000m2.
Ganjingzi: Two cargo sheds totalling 4,800m2 and 3 stockyards of 52,000m2.
Iron Ore Terminal: Storage yard capacity of 2,280,000t.
Siergou: There are 42 storage tanks of 247,000m3.
Nianyuwan: There are 13 storage tanks of 320,000m3 capacity. Because of the high elevation of the storage tanks, cargo may be loaded without pump assistance.
Heizuizi: There are 4 warehouses of 13,000m2 and 6 stockyards of 35,000m2.
Heshangdao: Warehouse area of 8,200m and stockyard of 208,000m2.
Cargo: Loading rate: Bagged minerals 1,000tpd, coal/coke.ore 4,000tpd, bagged beans 3.500tpd, steel coils 5,000tpd, crude oil 4,000tpd, oil products 2,000tpd.
Discharging rates: Iron ore 10,000tpd, fertilisers 8,000tpd, copper concentrate 4,000tpd, cotton/jute scrap 2,400tpd, grain 8,000tpd, steel coils 8,000tpd. coal 15,000tpd.
Barges: There are 11 barges available, capable of handling 9,200DWT.
Ballast/slop reception: There are several facilities around the port of Dalian for handling oily bilge water, oily residues (sludge), oily tank washings (slops), dirty ballast water, scale ans sludge from tanker cleaning and oily mixtures containing chemicals. Some of these require 24 hours notice.
Siergou district oil berths have an oily-water processing plant with a throughput of 400tph and a storage capacity of 10,000m3. No prior notice required.
Nianyuwan district oil berths have an oily-water processing plant rated 3,000tph and storage of 30,000m3.
Heshangdao district has a polluted water processing plant.
Security: There are local regulations regarding security in the port.
Safety: All emergency services can be contacted via the agent.


 

General

Repairs: There is a ship repair yard in Dalian which has 6 workshops capable of carrying out hull and engine repairs.
There are local organisations capable of servicing and repairing radio and navigation equipment and life saving equipment. There is also a spare parts delivery service.
Drydocks: The following dry docks are available, as follows:

Length 44m, width 14m, capable of handling vessels up to 600t;

Length 135m, width top 17.6m, bottom 15.6m, depth 8.33m, capable of handling vessels up to 3,000t;

Length 365m, width 82m, depth 12.7m, capable of handling vessels up to 300,000t.
 
Bunkers/water/stores: Fresh water: Available at both berth and anchorage.
Bunkering: Except for tankers bunkering is available, at both berth and anchorage, via the China Marine Bunker Supply Co. Stores: Available.
Medical facilities: Dalian City.
Transport: Nearest airport: Dalian Zhoushuizzi International Airport, 8km.
Nearest railway: Dalian. Connections to most district berths.
Dalian is well connected to all parts of China by air, rail and road.
Crew change: Crew change is possible.
Consuls: The Dalian office of the Japanese Consul in Shenyang, Nanshan Hotel, Zhongshan District, Dalian, Liaoning Province, China.
Public holidays: New Year's Day, Chinese Spring Festival (3 days), May 1, National Day. Work is carried out on these days.
Working hours: Throughout 24 hours. Shift 1; 0800-1600hrs, shift 2; 1600-2359hrs, shift 3; 0001-0800hrs.
Developments: It is reported that there are plans to build 10 new deepwater berths in order to boost cargo throughput by 40,000,000t. Two berths will be constructed at Dalian Bay for bulk cargo and vehicles. Other projects include a 500,000t oil terminal berth and further expansion of the new ore terminal is planned on the Dagushan Peninsula, with a second quay currently under construction. Completion of 2 more yard areas will increase storage capacity to 6,000,000t and the terminal will be capable of handling 20,000,000t annually.
It is reported that by 2010 the Dayaowan Port area will have 22 container berths in operation. The annual handling capacity is expected to reach 8,000,000TEU.
Phase 2 of the Songmu Port Area for 12 berths, includes 3 for container ships of 30,000DWT, 3 for general cargo ships of 10,000DWT, 3 berths for 10,000DWT. Ro-Ro ships, and 3 for 2,000DWT general cargo ships. This project is currently under review.
It is anticipated that by the year 2010 that major emphasis will be on the completion of the following:
Six Centers: The international logistics center for oil products and liquid chemical products, transferring containers, grain, transferring commodities and coal, special vehicles and tourist Ro-Ro, and for sorting bulk ores.
Three Bases: Change Dagushan Peninsula into a near-port industrial base for containers, grain, motor vehicles, ores, oil products and liquid chemical products.
Change Dalian Bay port area into a near-port logistics and processing base for steel, fertiliser, large components, bulk commodities and Ro-Ro.
Change the greater port area into a Ro-Ro base for international tourists, domestic containers and passengers.
Four Systems: A transferring system for containers, ores and crude oil over the sea: a logistics system for highway networks across the port; a logistics system for dedicated railway networks used primarily for ores, grain, containers and motor vehicles; a logistics system providing digitalised services for international navigation and regional cargo.
It is reported (August 2007) that the port has recently started to expand its Lushun port area. The project is expected to cost US$360,000,000 to develop. The first phase of the development was expected to be completed in May 2008, mainly involves reclamation work. The second phase of the expansion will involve the construction of nine berths and related port facilities. The expanded port area will eventually have a quay length of 4,000m.
CNPC LNG receiving complex has received approval to be built on Dagoshan Peninsula next to Iron ore and crude oil terminals. Expected to commence operations in 2012, handling LNG vessels of 80,000 to 200,000m3.
Surveyors: The China Classification Society is represented.
Liaoning Commodity Inspection and Testing Bureau.
Seaman's Mission: There is an International Seamen's Club in Dalian.
Garbage: There are garbage facilities available.
Officials and visitors: Visitors require an embarking permit, issued by the Frontier Inspection Station.
Pollution: In the event of pollution the Harbour Superintendency Administration should be contacted.
